Prison Fellowship

After learning of significant success with restorative justice in the Brazilian penal system, then Texas Governor George W. Bush ordered Texas to set aside the Caroll Vance Unit in Sugarland, TX as a Christian Unit to try restorative justice in Texas with the help of Chuck Colsen and his prison ministry "Prison Fellowship". After ten years this program has been deemed a huge success, the re-incarceration rate has dropped to a fraction of regular prisons.
